What USCIS requires from a foreign-language document

Submit a full English translation of every foreign-language document you send to USCIS. Include the translator’s written confirmation that the translation is complete and accurate and that they are competent to translate into English. See 8 CFR 103.2(b)(3): translation requirement.
USCIS family-petition instructions (Form I-130) ask for the translator’s name, signature, date and contact details. Check the instructions for your own form before submitting.
The certificate confirms the translation’s accuracy. It does not verify that the original document is genuine or guarantee approval of your application. If your receiving authority specifically asks for notarization or an apostille, share its instructions with us; these do not replace the translation certificate.

Turkish characters are part of the source
Turkish names can contain İ, ı, Ş, Ğ, Ç, Ö and Ü. Dotted and dotless letters are not simply decorative versions of one character. Keep the original spelling visible in the source file and avoid retyping a name with missing characters before uploading it.
A passport or prior filing may show a different Latin representation. Provide that spelling as a reference and flag the difference. Identify both spellings and their source documents for review before ordering. Do not silently rewrite the source to make the records match.
Evidence context: USCIS family-petition instructions (Form I-130) · USCIS Policy Manual: verification of identifying information.
Civil registry fields and event details
A Turkish civil record may contain personal details, family relationships, registry references and notes about recorded events. Labels distinguish a birthplace from a registration location and an event date from the date the document was issued. The translation should preserve those distinctions.
Complete registry records and continuation pages
Include the whole record, not just a row containing the applicant’s name. If notes or continuation pages form part of it, include them. A translation does not decide whether a particular record is the version your USCIS filing needs.
Marriage, divorce and name history
Marriage and court records may show earlier surnames or wording about a later change. Provide the full certificate or order and flag any difference from the current passport. A court decision may also have an endorsement or attachment relevant to its wording or status.
Judgments, endorsements and legal finality
Do not send only the first page of a multi-page judgment. The decision and later endorsements can appear elsewhere. Translation does not determine legal finality, amend a civil record or prove that a marriage or divorce meets immigration requirements.

Academic documents and institution terminology
For a diploma or transcript, include the qualification title, institution, courses, grades and any grading explanation. A translation communicates those details without converting a Turkish qualification into a U.S. degree or assigning a new GPA.
Provide the institution name as issued, even if it later changed. If an employer letter is included, keep duties, dates, company details and the signature block intact. Translation does not verify education or employment claims.
Complete digital records and clear scans
If your source is a digital PDF, upload the complete file rather than a cropped screen image. Keep all visible text and any verification-related information on the document in view. Include the document title, issuing authority and every page so that the exact type of record is clear.
Paper scans and recipient requirements
For a paper scan, check small registry numbers, handwritten notes and stamps. We mark unreadable text as “illegible” and then consult you. Tell us the destination and any recipient instructions; different government or institutional processes should not be treated as having one universal checklist.
What to send and what you receive
Your source files
Upload every page in order, including text on the back, stamps and attachments. Tell us the source language, your deadline and any USCIS instructions you received.
Your certified translation
For USCIS orders, you receive the complete English translation and signed Certificate of Translation Accuracy as PDF files. PDF delivery is always included, whether you upload JPG, PNG or PDF files. A specialist language editor reviews the translation before delivery.
Unclear entries
We mark unreadable text as “illegible” and then consult you. Send a clearer scan when possible. Include readable seal text and provide passport spellings as references for names.

Files are retained for 6 months. You can request earlier deletion by contacting our team. Revisions are free and unlimited. If an issue cannot be resolved, we provide a refund. Request support or a revision through your customer panel.
